Land & Land Reforms Department

Following are the citizen-centric services that are in vogue:

  1. Certified copy of Record of Rights.
  2. Plot information
  3. Mouza & Plot maps
  4. Mutation
  5. Conversion

Certified Copy of Record of Rights and Plot information can be obtained through inline or Common Service Centre (CSC). one may apply by login on https://banglarbhumi.gov.in & http://edistrict.wb.gov.in Certified Copy of Record of Rights, Plot Information and scanned copy of RS records can also be obtained from Over the Counter at BL&LRO offices. Mouza & Plot maps are available on sale at (Technical. Section) DL & LRO Office.

Mutation: an application for Mutation can be made online by login on https://banglarbhumi.gov.in and offline at BLROs Offices.

Automated Mutation has been launched recently. Any land Registered at DSR/ADSR Officer shall be mutated automatically. Applicants have to register their mobile number on https://wbregistration.gov.in to get information.

Conversion: Conversion Applications can be done online by login on https://banglarbhumi.gov.in or from the Common Service Centre (CSC).

Conversion Cases for land measuring up to 10 decimals shall be processed and disposed of by BLLROs.Land measuring 11 to 99 decimal shall be processed and disposed of by the SDLLROs. Land measuring I acre and above shall be processed and disposed of by the DLLRO.

Grievance Redressal: General public may lodge their Grievances/Complaints about land-related problems by login https://banglarbhumi.gov.in

Mutation :

  1. Rural Area :
    • Classification of Land :

      • Non-Agri & Non-Commercial Land Approved Rate(Per Decimal): RS-100/-

      • Commercial and industrial Land Approved Rate(Per Decimal): Rs- 500/- per decimal where the area is up to 10 decimals and Rs- 1000/- per decimal where area exceeds 10 decimals

  2. Municipal Area :
    • Classification of Land :
      • Non-Agri & Non-Commercial Land Approved Rate(Per Decimal): RS-150/-
      • Commercial and industrial Land Approved Rate(Per Decimal): Rs- 1500/- per decimal where the area is up to 10 decimals and Rs- 3000/- per decimal where area exceeds 10 decimals

As per notification no. 2094-LP/5M-33/15 dated 11.06.2018 processing fees of mutation of agriculture land used for agriculture purpose have been waived subject to self-declaration in the prescribed form

Conversion Fee of land in the Rural Areas (Per decimal of land) : 

  1. Current use of Land: Bastu, Patit, Danga and any other land not currently in agricultural or other productive use
    • Conversion to activities allied to agriculture: Rs-10.00/-
    • Conversion to Homestead (for personal use): Rs.-15.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-20.00/-
    • Conversion to industrial and commercial use and activities: Rs.-30.00/-
  2. Current use of Land: Agriculture Land
    • Conversion to activities allied to agriculture: Rs-15.00/-
    • Conversion to Homestead (for personal use): Rs.-20.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-30.00/-
    • Conversion to industrial and commercial use and activities: Rs.-50.00/
  3. Current use of Land: Pond and any water body
    • Conversion to activities allied to agriculture: Rs-30.00/-
    • Conversion to Homestead (for personal use): Rs.-40.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-60.00/-
    • Conversion to industrial and commercial use and activities: Rs.-100.00/-
  4.  Current use of Land: Industrial and commercial land unused or underused
    • Conversion to activities allied to agriculture: Rs-50.00/-
    • Conversion to Homestead (for personal use): Rs.-75.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-150.00/-
    • Conversion to industrial and commercial use and activities: Not Applicable

Conversion Fee of land in the Municipal Areas excluding KMDA (Municipal Area) :

  1. Current use of Land: Bastu, Patit, Danga and any other land not currently in agricultural or other productive use
    • Conversion to activities allied to agriculture: Rs-15.00/-
    • Conversion to Homestead (for personal use): Rs.-22.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-30.00/-
    • Conversion to industrial and commercial use and activities: Rs.-45.00/-
  2. Current use of Land: Agriculture Land
    • Conversion to activities allied to agriculture: Rs-22.00/-
    • Conversion to Homestead (for personal use): Rs.-30.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-45.00/-
    • Conversion to industrial and commercial use and activities: Rs.-75.00/-
  3. Current use of Land: Pond and any water body
    • Conversion to activities allied to agriculture: Rs-45.00/-
    • Conversion to Homestead (for personal use): Rs.-60.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-90.00/-
    • Conversion to industrial and commercial use and activities: Rs.-150.00/-
  4. Current use of Land: Industrial and commercial land unused or underused
    • Conversion to activities allied to agriculture: Rs-75.00/-
    • Conversion to Homestead (for personal use): Rs.-110.00/-
    • Conversion for Group housing complex by co-operatives of property developers: Rs.-225.00/-
    • Conversion to industrial and commercial use and activities: Not Applicable

All unauthorized Conversion excepting water body will be regularized after payment of prescribed fees as published by the RR&R department on a case-to-case basis. All such Conversions made prior to 07-11-2017 and done after 24-03-86 will be taken into consideration.
