The district of Malda is situated at the north of Kolkata, the capital city of West Bengal. Known as the gateway to North Bengal and South Bengal. Malda is also happened to be the capital of erstwhile Bengal. The apex institution for local governance of the district is Malda district Administration that consists of total 15 Development Blocks functioning at the grassroots. The district has a total 146 nos. of Gram Panchayats and a total of 2008 nos. of Gram Sansads.

Malda in its attempts to achieve a remarkable breakthrough in Swachh Bharat Mission, has worked very hard. The primary intervention of covering toilet less households was based upon the survey data of 2012. As per BLS 2012, a total number of household in the district was 4,14,257. At that time only 1,09,724 families were using toilets and thereby more than 73.52% people of this large district were openly defecating. During this time Rural sanitary Marts were constructing toilets for IHHL in the district. In an effort to provide toilets to the households, they were seen the main stakeholders taking a lead in constructing their toilet. The District Administration and Sanitation Team observed that there has been a marginal progress in open defecation pattern and as a result, on 21st November, 2019, the district Administration was declared as ‘Open Defecation Free’ in front of the Hon’ble MIC, P&RD Department, the Commissioner, MGNREGS and others dignitaries.

At this moment, Malda district is taken various policies to sustain the ODF status by doing different training programme, IEC, BCC &SLWM activities in both centralized approach and decentralized approach with the assistance from the different departments like MGNREGS, NRLM etc.
